I don't think this is a very good location for a car free neighborhood. It's reasonably close to ASU and Downtown Tempe, but is extremely distant from basically everything else.
If you work at one of the warehouses in the Western part of Tempe, you'd have to walk 2 miles in the blazing desert sun, take some shitty overpriced bus or use an Uber (which doesn't really mesh well with the whole car free living thing).
If you want to visit someplace like the Casino or the Botanical Garden, you'd be looking at an even longer and more expensive trip. And if you want to go to a larger, nearby city like Scottsdale or Phoenix, you'll pretty much be forced to take a long and expensive journey on a bus or admit defeat and have someone else drive you there.
The car free neighborhood idea is a good idea, but it doesn't make sense in this particular location in suburban Arizona. It's almost as if they're deiberately setting it up for failure.
