It helps that its a very sparsely populated area (pic related) and for most people going via Schleswig or Kappeln will be quicker.
For example they had to build a new Kattwyk rail bridge right next to the original Kattwykbrücke in Hamburg because especially truck traffic became too high to keep carrying both road and rail over the same bridge
