Ofc many bureaucratic, and classical non-sensical obstacles like unions, incompetent and inexperienced naive politicians and policymakers stand in the way of something like this from happening. Many miles of track are in need of electrification. Standardization of fleet/rolling stock, signalling, electrification source and ticketing system as well as other factors such as ATC communication are also the bare minimum in order for the system to run efficiently and pose as a contender to the regional rail systems seen in Europe.
I'd love to just take the train after a night out in the city without having to worry about changing and using another ticket, double check time table to be sure I'll be able to catch the next train and so on. Don't think any American who hasn't lived in Europe will understand what I mean but a system lile this could literally transform NYC and rest of the tri-state region if executed with care, discipline and maintained correctly.
