Even the lowest end Treks or Specialized from the 90s had some chromoly tubing mixed in, if not all, and even the low end MTB groups they came specced with, GS, LX, STX, Altus, etc all had 7spd cassette hubs and really weren't that bad.
It's not even close to as bad as bike boom garbage. The same is largely true for 90s road bikes. Exage was good. Tange 5 was good.
High end 90s steel bikes are magical but even the low end ones, in good condition, can be quite good. Maybe not as fast trail bikes but as beaters. Yes they're a bit heavy but it's not the end of the world.
