Ever since the SPT network was absorbed into ScotRail, there has been a heavy emphasis on intercity journeys. The North Clyde Line for example was extended in 2010 towards Edinburgh, despite being a suburban/urban rail line.
The main railway line from Glasgow to Edinburgh has just been electrified and the same route via Shotts is also getting electrified in the near future.
The only works done locally are the electrification of the railways in the east, which isn't a lot compared to the work they've done in the 80s and 90s, and especially not a lot compared to London.
