It's been 30 years, like five different concepts, and billions of dollars since they "got serious" about an HLV, and there's still nothing. STS is inherently an HLV with most of the payload being an orbiter. Restructure so it doesn't need the orbiter, and you've got 70 more tons of payload to play around with. You've also got an Energia at that point.
