>Midwit tierIf the big selling point is avoiding traffic in one area (and the actual harm/amount of traffic is not large), then you're not generating or underpinning much in the way of new economic activity. If one asked that the route sustain more than its cost/maintenance through end of life would cost, it'd likely look less favourable.
