There's plenty of boats where there's nothing majorly wrong with them apart from the foils and ropes being aged.
A lot of corners can be cut by diy ing it yourself or not giving a crap. It's unimportant how presentable they look for example in the arctic region and motor on a sailing vessel is largely optional.
So given a $2500 budget what else are you guys suggesting, sending him off in a laser?
