It's mostly because they're maintenance hogs. The N&W J Class was actually pretty good with automatic lubrication and such, and diesels took awhile to reach the reliability to replace them. Here's a video made in 1945 by N&W.

Still, there is one railroad in the US that still uses steam power for freight revenue service. Straussburg started running revenue freight again in the early 2010's and since they usually have several steam locos fired up and steaming for their excursions anyway, they use them to haul freight.

The oldest continuously operating short line in the western hemisphere is the Strasburg Railroad. It became a purely excursion/tourist railroad in 1959. However in the mid 2010's local businesses approached SRR about hauling freight. The railroad studied the feasibility and found that it would be profitable. A 100 year old bridge (pic related) was rebuilt to handle modern 100 ton freight cars. While diesels are used more often for commercial freight, the Strasburg has five operational steam locomotives. On days when they are fired up for excursion running, they are oftern sent out to pick up or drop off a freight consist from the main line. Occasionally there will be an unscheduled Freight/Passenger consist, usualy early in the morning before scheduled excursions are set to begin. The fee is $15 cash paid to the conductor upon boarding.The locomotive will haul one or two passenger cars in addition to the freight cars.
