"Energy too cheap to meter" was a popular mantra of the time.
But this changed when the government started to heavy handily regulate nuclear into oblivion. Partially due to concerns about proliferation but even when proliferation resistant reactor designs were concienved that did not quell regulators so it stands to reason that they had a darker malicious motive to place cartel restraints on the global energy market, not unlikely or unreasonable to believe as they have clearly done this with banking and only bitcoin was able to challenge it briefly and now will require sufficient advancement to again gain independence. Cartels and monopolies only exist when violence is used to bully a market. Attempts to corner markets have only worked in niche examples and when tried in larger freer markets they have failed.
Nothing wrong with solar but algae biofuels are also a necessity but they are trying to avoid letting that happen as they have patents on solar panels and batteries and want centralization.
