You have to be mindful to push your pace almost continuously and this is hard to map onto the real world unless you're like myself, I have a very straightforward 8 mile commute. I know I have 45 minutes of riding both ways that includes hill climbs and opportunities to build speed at a high cadence. But not everyone is going to feel comfortable enough riding with deathcages in the streets. For them, a stationary bike will be okay.
tl;dr, More effort over time is the only way to "build" the capacity of cardio output (over long periods).
