>>12175631: ovular still rides fine for road training when you're starting out. swapping in new chainrings is something simple that you'll have the opportunity to do later when time comes to replace well-worn gears.. by then you'll be a much more proficient rider and capable of discerning the difference between round and eccentric. it's also really good for mashing up mountains with tons of camping gear so you might consider getting another set of sugino cycloid or shimano biopace.
2: oh yeah, i think those are Scott Drop-In handlebars you're thinking of-- definitely a cool piece of vintage kit but in your position id try the clip-on aerobars instead. the Scott bars really only duplicate 2 of the 5 hand positions already available on typical drop bars (just a bit lower), whereas the clip-ons would give you an entirely novel position.
3: yeah it does take some time to come across a good deal but great, hardly-used saddles can occasionally be had for under 20 dollars (at least in my market). i suggest also searching for 'seat' as well as 'saddle' and make sure you're searching through the 'Bike Parts' section of CL. oh and another cool thing you could consider is searching ebay for 'test/demo saddles'. these are the those things that shops buy as sets in garish colors to lend you to try and encourage you to return to buy a more visually muted version though as it happens, fizik's "i stole this saddle" might actually really complement the yellow decals and bottle cage on your bike.
