these are like obviously not at all
loosen the bolt, pull the brake lever, move them into the right position, then tighten the bolt.
You may find they move when you tighten the bolt. 2 good solutions 1, clean and lightly grease the thread, 2, hold it while you tighten.
you should get new brake pads. You should get new brake pads. you should get new brake pads. If you don't and they're worn unevenly which they must be in this setup unless you haven't been braking, you can make them flat again with a file.
