If the pivots are identical in both levers, and we move the cable to have more leverage, the distance of cable pulled is shorter. You can see this in effect with flat bar levers that have adjustable cable pull, also if you think v-brake levers etc. they work like the non-aero hoods without issues.
Now what I think you are referring to is the Shimano Super SLR system which came out one or two generation later after the first aero hoods. Those indeed have different pull-ratio. But the first aero hoods (which existed briefly and possibly you haven't used) did have the same pull as non-aero levers.
I think non-aero levers are used here just to be hipster/provocative, just like how the headset is installed upside down and to be fair the whole "boutique aluminum" concept. Notice how popular this guys build topics are here.
