The important thing in a bicycle light is not output, it's optics. A good beam pattern is worth more than a high powered light. There is a lot of engineering that goes into shaping the light beam with mirrors and lenses, on higher quality lights.
Like this parabolic reflector for example, used in Schmidt & Busch & Muller lights. It has a very well designed high cutoff so it does not blind other road users.
