In Montreal, they built a huge interchange to accommodate an elevated freeway that was never built. For years, they had this oversized interchange that was surrounded by traffic lights and completely removed the purpose of free flowing lanes. This behemoth is right next to Mt Royal, which is the most popular tourist destination in Montreal. It was converted in 2006 to a ground level interchange that is much more pedestrian/bike friendly. The traffic capacity didn't even reduce since the stoplights surrounded the multi-level interchange. This Pine/Park interchange was hated by locals for 50 years
