The CA GOP itself doesn't have enough votes for a gas tax repeal, ffs one of their own (sen. Cannella) voted for it. CAHSR, and CHSRA who is tasked with implementing it, was created at the ballot by Prop 1A and attempts to overturn it in the courts have all failed. The only way it dies is through a legislative majority or a new ballot measure, where the votes just aren't there.
And finally, Trump is in office who unlike Cruz or Rubio won't just deny CHSRA, Caltrans, Caltrain and Metrolink grant money to spite them. This relates to a larger political issue the CA GOP has in that even modern Republicans don't really like their anti-infrastructure platform, but I digress.
