Even if the best case scenario where its possible to reclaim the entire footprint, its still a worse idea than trying to expand the urban area.
The absolute best case scenario is when the airport is located in the city center, but its parallel to a military airport. Which means once disarmament has been a policy for long enough, it should be possible to move the airfield to the military one and reclaim the air strip itself.
But the reclaiming is of too low value to be worth it, as the area taken by a airport is miniscule compared to a city requires in terms of area and infrastructure.
In the worst case scenario the airport is located in the middle of fucking nowhere, since air traffic is fucking noisy.
Which makes the entire area unattractive outside of the levelling and infrastructure built to support having a air port.
