I've unloaded trailers straight into Target, Walmart, Kohl's... all major retailers on the west coast. Best Buy is notorious because they explicitly require the tractor to be removed from the trailer before they inspect the load and sign for it due to the increased theft/shrink threat. All major American stores have had loading docks on them since the 1970s if not earlier. Older stores tend to use 25' double trailers instead of modern 50' ones. Any store that is expected to get more than 10 pallets per week will have a dedicated level loading dock to minimize injury.
On that point, there's a reason why most in-company drivers are required to do a full walkback before the final shove into the dock: homeless people will hide there and get crushed. This walkback is also the argument for such drivers because freelancers never bother, and it only takes one death to ignite a full OSHA+fire dept walkthrough.
