The old VIA station was in a rundown building close to downtown. When they needed a new station the decision was made to put the ferry and train together to make a "transportation centre" of sorts.
Of course, there's absolutely zero coordination between the ferry and train schedule, and I'd be impressed if more than 10 people a year make the transfer between the two.
Double fun fact, for large parts of the year, Prince Rupert (population 12,000) gets more frequent VIA service than Vancouver (population 2.5 million).
