Yesterday I was thinking about getting a heated vest for this winter, so I decided to make one. I cut the sleeves off an old faded full zip jersey and attached carbon heat rope. I was aiming for around 15.5 watts power, but it came in a little low at 13.4W. Not instantly hot but heat starts to build after a few minutes. But I did want to stay within the output capability of a single USB-C power bank.
When I was making 9V USB-C heated gloves last winter I also picked up a few 12V USB-C modules one of which I used for this. The higher voltage allows for longer heating loops.
