Here in italy they are called "motorhoe", and you could remove the handlebar, attach a steering wheel and permanently connect a trailer to the power take off. This os my Goldoni from the 70s. Nowadays this thing have been replaced by every single manufacturer by tractors with equal front and rear axel, and they are one whole vehicle.
One of the worst thing you can do in life is to set the drive transmission in neutral, set the PTO to 3/2 and cruise on public roads with rear drive wheels only.
