>>2020443If it's shallow enough, being on a continental shelf, then have a few bridges high enough to allow freight ships to pass (think like the Golden Gate). One double tracked metro line between the two main cities, and one highway bridge. In the real world, that area is about 250ish feet deep to the bottom with sand and rock at the sea floor. Certainly doable to sink pilons for a bridge. I'd also recommend a 4-lane road bridge going to Red Hook island.
At 1.8million total population, no need, or budget, for rail transit to the smaller towns in the area. Bus transportation would be plenty. Unless there's massive mineral deposits, there really is no need for any rail network outside of the metropolitan area anyway.
