As for the license, you need to take some hours in Switzerland to get it approved here. That said a lot of people go to Florida to do their PPL in a few weeks.
No clue about the airspace situation, Switzerland is relatively crowded in terms of controlled airspace, but if anything France is free, provided you speak french.
The only really annoying thing here is the lack of seaplanes despite the large amount of water. It's sort of prohibited. Although recently they added some harbour to the AIP so maybe there is hope.
