And up front investment has been unpopular in the decades we are in. Earlier you could point to the Marshall Plan, WW2 projects and Soviet Union. That hasn't been the case for some 4 decades now.
Now airplanes are winning the infastructure bids because the upfront cost is cheaper, despite longterm tonnage being very questionable in terms of cost.
