Beginners should buy rideable bikes and take on small jobs one at a time as they wish or need to.
A full restoration is a daunting and unnecessary process before you understand how most things work, and it is much more enjoyable to undertake a project when you have other rideable bikes, and so you do not rush just to have something to ride. People will also encounter all kinds of unforseeable small issues and it's much harder to troubleshoot them if you've taken everything apart and anything could be at fault.
