Drop bar brake hood positioning can be tricky, I often see people with their brake levers too low, or too high, or too far forward (because they're using track drops on a road bike). Also, cheap drop bar brake levers have shit shapes and are pretty uncomfortable. These things end up shying people away from road bikes in general.
Bullhorns are pretty great for city riding, they give you a nice flat hand position and you can squeeze hard on the levers. Plus you'll hardly miss the drop position in the city, unless there's crazy headwind at some point on your commute
