yeah, what you have is way too low. The hoods position is probably barely useable.
you have to be able to reach them from the drops, holding them how you'd descend (most control for descents) but maybe with only 2 or even 1 fingers, and maybe how you'd hold them for just aero on the flat or sprinting, you can't reach them, that might be ok.
your tape might tear when you rewrap. it looks like you've already torn it a few times. you also picked some tape which you can't clean and which already looks bad. I quite like fizik because you can rewrap it as many times as you want and it's very durable and you can wash it.
