All the streets are deliberately made unnecessarily wide to give the counterinsurgency troops a clearer line of fire for mowing down hordes of angry civilians, there's nothing actually on the streets except people rushing from point A to point B, Practically nobody there is "from" DC or plans to stay for longer than the next regime change, unless you count the very poor, and every 48 hours or so the apocalypse now helicopters buzz all the houses reminding the peons that the emperor is in a big hurry.
