Look at Houston, zero zoning laws whatsoever and yet its the epitome of low density, car-based design.
Cities in California had no regulations on planning or building back in the 50s and 60s and because of that they're all huge tracts sprawling suburbia only giving way to slightly more sensible design much later on when Cali became the overregulated hellhole it is today.
Given Natural growth patterns, cars take precedent over walkability due to efficiency.
