tires can only do so much and have to stay on the rim / not pinch flat or otherwise loose air seal, that and they also have grip and rolling resistance to manage
but yea frame flex is more important for hard tail bikes
it would only be useful on a fully suspended bike if it were to cover a frequency and rate of movement not already dealt with the suspension or tires
