Main difference is in height of deck (e-scoots are usually higher of the ground), parts a bit stronger, forks are wider to accommodate hub motor and deck is usually longer for more comfort at higher speeds. Wheels are not as stiff and they are wider (which increases power consumption, but you get more stability and comfort).

It is tricky, your foot provides force in pulses, and motor provides continuous force, it is awkward.
I've seen people accelerate both from feet and motor to get faster to speed, however. Still awkward to do so, but at least it is just for a short while.
Scooters with regen (aka ICE simulation, when you lift throttle it starts braking) might go crazy if you kick, they might actually brake a bit kek.
