Beyond that, attitude campaigns works against intoxication and sleep deprivation, so long the campaign focuses on discovering that you cant' drive for shit, so people start looking for the early signs. If it focused on a moral highground, its a failure.
A dot/point system before losing the license also helps, since it means you get people losing their license over repeated speeding fines.

But that isn't where people die. People die in traffic because they drive too close on the highway, ignore the fact they tires can't handle some rain, completely ignore the first signs of winter, drive off the road due dozing off, drive intoxicated and front to front crash with other cars.
