and the postion of the wrists makes it so Addution (sideways) is a larger part of the movement so more work is put onto the elbows to conpensate over bumps
there are some aerodynamic and high speed handleing advantiges but at the cost of lower speed performance tho the flare provides more leverage than a typical road bar
they are more of an endurace kind of handle bar

and most bikes purpose built for milltary use as they often have thick tires and full suspension and older swept and flared handlebars

and the bars can be held with a looser grip so they rotate independantly of the riders hand
being flat also makes them stronger as they have less leverage over the clamp
and there is more space to mount shifters brakes and hand grips so its more practical in that way
very good performance but with some anotomical issues that make them hard to keep useing
29 rolls a bit better and does not fall into dips so easy
but will take longer to accelerate and due to diameter will make any given ratio taller
larger wheels also have longer and more flexible spokes unless the hub flanges are taller or the rim depth is greater
also hard to make strong without making the hub wider or using novel spoke lacing patters
