Next, I would make most roads one-way only (with narrow second lane for bikes and maybe scooters).
In the city centre most roads should be closed to vehicle traffic, allowing only services, and deliveries in early hours. Outside the city centre, minor roads could be mixed traffic, primarily oriented towards pedestrians, but allowing cars at low speed for access to residential buildings.
The closed off roads could be serviced by trams. Imagine jumping on or off an open tram slowly running through the city.
