would you put protective tape just on the lower section of the downtube or along the full length of the downtube? like if you ride on asphalt where the property owners have left tons of crushed stone for liability reasons because it's supposed to help traction during the winter. would the stone chips not fling that high even if you ride at high/low speeds and brake hard and on wet/dry roads (like if the pebbles would stick to the tires) or would the stone chips also go higher up on the downtube and the fork crown like the mud and sand does?
