130 mm overlocknut distance is a bit naff, it means your Freehub body is only 30 mm wide
makes messing around a bit more tricky, upside that 8 speed chains are cheep and last a long time
135 mm O.L.D has a few more options..
the Tektro R539 are a bit long reach desu, almost enough to clear fenders, tires are 700x28 ?
28 to 121 gear inches is not too bad, can get up 5 % grade hills at 5 kph,
I tend to use 60 to 80 gear inches for 30 to 40 kph speed on the flat, so 4me the gearing on this bike looks like it wants to go slightly faster than that,
anyway its a bit hard to find info on this bike, even its weight (somewhere between 13 and 15 kg is fine)(mite be closer to 10 kg if its got some good parts)

hight and rotation are a single bolt (set hight first) attach reflector, loosen bolt then set angle, tighten em up
take 6 mm allen key with you and ride about for a bit to see how bad the angle is
