Look how much people die because of alcohol and tobacco use, yet it is more difficult to buy allergy pills, than pure distilled spirits, that can send you right into coma.
Anything that isn't critical (like car lights at night), but offer just a small benefit to safety is usually just encouraged trough campaigns or required for certain events (like races, or group rides).
If something like that get's mandated it's obvious someone has put pressure on the mater for some sort of personal gain.
IMHO to really have benefit from protection one should wear full downhill gear. Most crashes I've had, my arms and groin area got most of the damage. Most of the serious injuries people around here have had were due to internal bleeding because of handlebar / obstacles crashing into stomach, or external objects hitting limbs.
Maybe they should just stop putting stupid shit on the road and hand all road signs, traffic lights and other periphelia from wires above?
