Without this system cars would push out bikes and pedestrians. Space that a car could come plowing through any second isn't space you feel comfortable walking or chatting in, it's space you cross through (senses on high alert) to reach the safety of the sidewalk. Plus cafes/restaurants can't put tables out and so on.
