you can extend Reach by raising the seat and/or lowering the stem,
where the riders weight sits relative to the bikes wheel base and centre of gravity does change the handling slightly.

I'm 5'7" with a 29" In-seam, 20" tall torso and 23" long arms, 52 to 54 centimetre frames fit just fine
not really a big fan of drop bars or long reach so I tend towards the smaller frames to get a more comfortable upright ride
