Fortunately I've spoke with the person in question and convinced them to up their budget. A fitness hybrid seems like an okay fit - specifically a Fuji Absolute 1.9. It has discs (mechanical, but still), AlexRims wheels, a 2x8 drivetrain. The other thing would be a Brand-X road bike from Chain Reaction. Yeah it'd cost a lot to have it shipped but still cheaper than most entry level bikes from big brands here.
Unfortunately they've seemed to latch onto the idea of front suspension.
