It's nothing regulatory, the painted yellow front is though.
It's just to allow people to pass from one to the other if they are being worked in multiple. It's common to see a 2 and 1 car train coupled together, and even though they are different trains, you can still walk through the whole thing, so it's pretty flexible overall.
