Now you have a big problem: Train track owner only knows what stretch is going to need maintenance, and the train owner do not want to build and pay for tracks they can't own.
But the actual problem goes deeper.
For a national rail to not get stuck in a quagmire of legal battles, you need some kind of way of speeding up buying property. Almost like... expropriation.
But it also needs to be able to source its own cash in some way, so it can build new exciting train tracks. The REAL reason why you want to privatize train tracks is so they can source cash without waiting for a biparty squabble that won't end unless WW3 happens.
BUT
Privatization opens the door for corporate raiders. Segregation of the different parts of the companies leads to many high wage bosses without any real benefit.
