you get very far with warmth just layering base layers. I tour with 3-4 of varying thicknesses, tightness and sleeves or no. Merino or polyester. Often have several on at a time.
the best mid-layer, warmth for weight and reasonably breathable, is a down vest or jacket. But like not a jacket with down, -just- the down. That's your big hitter on warmth, and depending on temps, will dictate what weight you need. A decent down vest, or a thinner jacket will be good enough down to about 0°c with some decent baselayers, but below that you need something chunkier to be comfy. Fleece would be an ok cheap alternative.
Then you want 2 outer layers. 1 very thin -just- for wind. I use pic related. It's a Raab boreas, a polyester climbing shell. Whicks sweat and breaks wind very well. And then a very thin rain shell. You don't want too form fitting on either, as it should be able to have your down under it without compressing that. And aero with touring stuff isn't so important. Those 2 outer layers layer well too.
If you're camping, especially in mountains, you'll also want thermal leggings, merino socks, and a good beanie.
