I might put road tires on it or get a hybrid.I really think going up a couple tire sizes gives better suspension for that sort of things than a suspension fork. Once you reach 50mm (2"), then if you wanted more you'd want suspension. But I don't think road-going bikes with suspension and narrower hybrid/road tires make sense. Or atleast, they aren't ideal. It's not what you should set out to have from scratch.
pic related would be more comfy on rough roads than any hardtail with say 32mm hybrid tires.
