I reckon cut them just beyond here, get them level, and attach them to the rack somehow.
that'd look clean and if you lowered the rack a bit too, it might just be high enough to be a good rail to mount low-rider panniers on or hang some other kind of bag off.
also it leaves the rails long enough so the rack could still be used on the rear.
