In Japan, freeways are largely smaller in scale and with lower speed limits - therefore largely respect the existing urban fabric of communities, by building above roads and rivers etc. Look at any map and you can see the mark American freeways have left in their cities, and compare that to examples of integrated Japanese urban freeways.
