"bolt-on" is a hyphenated word; "bolt" by itself is a noun, and "on" is a preposition, which is how the other guy read it, and so did I at first. "Bolt-on" is an adjective that would indicate the overall design of the entire fender.
Further adding to the confusion, that is _not_ a bolt-on fender in the first place. A standard, normal type of fender is held on by bolts. The fender in question is held on by a quick-release thing. That orange webbing on the seat post is what holds it on. You can adjust the circumference of the strap through the buckle part, and the buckle nests into the plastic and locks in place with just leverage. The bolts pictured only adjust the angle of the armature and fender.
