I'd just spray and polish the rust bits with fish oil or even wd40 and leave it at that. It will neutralize them.
If you're worried about scraping the base... well maybe don't drag it around or use it on a piece of cardboard or something. Or attach some sort of feet. Even just put take on the bottom. Wrapping it is ridiculous.
