You have, the direction the end of your drop bar points in, and the direction your brake lever points down in.
The end of the drop bar can be between horizontal and pointed at the rear brake caliper.
The brake lever can be vertical or tilted forward a small amount, the amount that it's still comfortable to reach from the drops without straining your wrist.
Your bars are WAY outside the small margin and correcting it without re-doing the lever position and bartape would be worse for the brake levers.
Actually what's been done on your bike is quite common. The lbsmonkey has setup handlebars that aren't supposed to have flat ramps (the bit at the top), with flat ramps. This is honestly fine it just tends to make the drop position worse but most people don't even ride there much.
Or he's just given you as upright a position as possible within the confines of that stem/bar. Whereas, a steeper stem for more rise would have made more sense (possibly both).
If you find it comfortable like that then it's totally fine, just looks a bit ugly, but who cares.
